BOSTON—The new rules cover about 140,000 apartments (or 85 percent of the city's stock): "A new ordinance, approved by the City Council in a 9-4 vote ... and going into effect July 1, requires landlords to register rental units every year, submit to an inspection once every five years, and visibly post owner contact information."
