Lowell Richards, who as a deputy mayor and then development chief for Massport played a key role in Logan's modernization and the creation of the Seaport District, died Sunday in Cambridge of an apparent heart attack: "'The breadth of his work is incredible,' said Jim Rooney, executive director of the Massachusetts Convention Center Authority.
