EAST BOSTON—Never bet against "Blackjack" Menino: "A Suffolk Downs casino would give the city of Boston at least $32 million annually and the East Boston neighborhood an upfront payment of $33.4 million under an agreement reached with Mayor Thomas M. New drawings in the first phase of the $1.6 billion redevelopment show residential buildings will splay out in three buildings, and retail space will increase 60 percent on the site as Street-Works develops more properties on the block.
