CAMBRIDGE—The city's Planning Board was set to vote on 75 New Street, a proposed 93-unit residential complex in the Fresh Pond area. But! The board tried to change its procedures to guide public comment and increase the likelihood of reaching a decision, but instead galvanized angry crowd members who objected, fearing they would not be heard."
