WATERFRONT—It's one way to maybe move the Harbor Garage project and its seasonal arcade forward: "Developer Don Chiofaro has raised the possibility of receiving a tax break from the city to help subsidize the two-tower development he has been trying for years to build on Boston's downtown waterfront, according to e-mails obtained by the Globe." BOSTON—And it's coming as the city's population increases: "The share of moderate-income Boston households fell by 3 percentage points, to 26 percent, from 2000 to 2013, according to an analysis of the most recent census data done for the Globe by the Metropolitan Area Planning Council, a regional planning agency.
